"A Commissioner is an adult who is selected to serve one or more packs, troops, teams, or crews to help the units succeed. In the LDS environment, Commissioners are usually Stake Leaders and others selected by church leadership and the District Commissioner. The Commissioner plays several roles, including friend, representative, doctor, teacher, and counselor. In LDS Stakes, the Commissioner helps ward leaders to know and understand Church Scouting policies, encourage ward leaders to get fully trained, and evaluate the quality of the boys' program by visiting ward Scout meetings and activities when invited."
